This is witnessed by Abercrombie, the chief's replacement, who fires Dixon. Meanwhile, Mildred is threatened by a crop-haired stranger in her store.
The billboards are destroyed by arson. Mildred retaliates by tossing Molotov cocktails at the police station, which she believes is unoccupied for the night.
However, Dixon is there to read Bill's letter to him, which advises him to let go of hate and learn to love, as the only way to realize his wish to become a detective.
Dixon escapes with Angela's case file but suffers severe burns. Mildred's acquaintance, James, witnesses the incident and extinguishes Dixon's burning clothes.
He later provides Mildred with an alibi, claiming they were on a date at the time of the incident. Dixon is treated for his burns, and put in the same hospital room as Welby, to whom he apologizes.
Jerome, who was employed by the advertising company to put Mildred's messages up on the billboards, gives her the spares that were made in case of mistakes.
She uses them to restore the billboard messages. Discharged from the hospital, Dixon overhears the man who threatened Mildred bragging in a bar of having raped and killed a girl in the same manner as Mildred's daughter.
He notes the Idaho license plate number of the man's vehicle, then provokes a fight by scratching the man's face, thereby getting a sample of his DNA.
Meanwhile, Mildred goes on a date with James to thank him for the alibi. Charlie enters with his year-old girlfriend Penelope, mocks James, and admits to burning the billboards while drunk.
James senses that Mildred went out with him out of pity, and leaves angrily. Mildred considers attacking Charlie, but then tells him to treat Penelope well and leaves.
Though commending him, Abercrombie informs Dixon that the DNA sample does not match that found on Angela's body, and that the man was overseas on military duty nine months prior.
Dixon concludes that the man must be guilty of some other rape and murder, and joins Mildred on a trip to Idaho to kill him. On the way, Mildred confesses to Dixon that she set the police station on fire; he replies, "who the hell else would it have been?
Additionally, Amanda Warren portrays Mildred's friend Denise. Jerry Winsett appears as Geoffrey, the dentist who has his thumb drilled by Mildred.
Nick Searcy makes an uncredited appearance as Father Montgomery. While traveling through the Southern United States in around , Martin McDonagh came across a couple of accusatory billboards about an unsolved crime, which he described as "raging and painful and tragic" alleging the murder of a woman named Kathy Page by her husband Steve Page in Vidor, Texas.

Some criticized the script for McDonagh's portrayal of small town America. The New York Times columnist Wesley Morris called McDonagh's portrayal of rural America a caricature: "a set of postcards from a Martian lured to America by a cable news ticker and by rumors of how easily flattered and provoked we are.
He concluded that the film is "empty of emotional intelligence" and "devoid of any remotely honest observation of the society it purports to serve.
The film was also controversial for its handling of racial themes, particularly surrounding the redemptive arc of Officer Dixon.

McDormand is Mildred Hayes, a middle-aged woman toughened and weatherbeaten by tragedy, who sometimes affects a bandana, giving her the look of a careworn warrior.
She is separated, working in an uninviting gift shop and living with her son Robbie Lucas Hedges while her no-account husband Charlie John Hawkes has left her to be with a year-old woman employed at the town zoo, a place which we never see.
The three billboards are cathartic monuments to her rage and grief; they attract the attention of local TV news though not apparently social media and astonish and infuriate the town authorities in ways she clearly intends and welcomes.
The police chief Willoughby Woody Harrelson coolly declines to be provoked, with troubles of his own, but his incompetent, jeeringly racist deputy Dixon Sam Rockwell takes a very different view.
Yet the film shows how the collectively irrational populace starts to blame her protest for the disaster which befalls Chief Willoughby himself, an entirely separate situation which is to bleed into her own.
The comedy, the pain and the poignancy are accompanied by shocking spasms of ultraviolence and rage, which have a distancing effect, though not an ironising one.
The cops are not necessarily the bad guys, or the good guys, and interestingly it is only when a certain officer is relieved of his gun and badge that he becomes effective in law enforcement.
People we thought were just cartoons, gradually assume the lineaments of rounded human beings.

Woody Harrelson is terrific as Ebbing's revered Police Chief Willoughby who tries playing the 'but I'm dying of cancer' compassion card on Mildred, who promptly trumps it by suggesting he uses his terminal condition as a motivation to get her daughter's case solved sooner rather than later.
Dixon is Willoughby's dim-witted, racist, violent mummy's boy of a junior officer. In the wrong hands the character would be little more than a two-dimensional cartoon thicko - a sort of Beavis and Butthead rolled into one bigoted, bullying buffoon - but Sam Rockwell manages to mine Dixon's shallows and successfully find his humanity and humility.
John Hawkes as Mildred's ex-husband Charlie is the one person she cannot overcome with her brooding fury. He adds an extra layer of oily darkness to an already very black comedy with his cheap put-downs - "you don't have to explain yourself to me 'cause you're having dinner with a midget, Mildred" she was - and heartless jibes glibly tossed into her open wound of guilt.
He can get away with taking her on; after all, he has lost a daughter too. But the same does not apply to the cocky schoolboy who lobbed a projectile at her car.
He won't be doing that again. He'll be telling his friends the same thing I am telling mine: make sure you look out for Mildred Hayes.
As is this film, which captures the insular nature of life in a rural community with heart and soul and humour. Toronto Film Festival: Three Billboards wins top prize.
He or she will then pause for dramatic effect, pull out the card and say…. This will happen. She's numb on the outside and dead within.
Her daughter got raped. And was then set alight. And then murdered. As you can imagine, it devastates Mildred. Wrongs have to be righted.
She needs closure. The killer must be found. This film is so smart at being able to keep you at the edge of your seat from simple things that they plug into the film.
Heartbreaking and tense situations in the first half of the film come back in some shape or form that leave you questioning what is going to happen.
There was genuinely no predicting what the characters were going to do and how they would react to certain events. This unpredictability doesn't just apply to situations, but possibly more notable in character arcs.
Without giving to much away, there is a character in this film that does everything possible for you to hate them in the first half, and by the end of the film you are rooting for said character.
There's times where the characters that you cared for are becoming real and dis-likable in certain scenes, but to the point of more so being genuinely worried about how their choices will affect them.
Every actor in this film did so tremendous as well. I really can't think of an actor or actress that outshines the rest. But a lot of that just has to go into the writing of the characters themselves.
The cinematography in this film allows the actors to take advantage of facial expression. There's a scene relatively early in the film that is mostly sitting and staring but the actors have such convincing movements and gestures, it goes to a point where you don't need dialogue to tell what they are feeling and what they are thinking about.
Really the only issue I have in this film is some scenes felt a little unnecessary. Can't give away too much without spoiling, but in a film where every character goes through in arc, there's one character that is just there to break tension and crack personally unfunny jokes.
But this character did not affect my score and they were barely in the film. I highly recommend checking this out.
